
Curriculum Review: Next Steps for Citizenship Education
On 13 May 2025, ACT and The Politics Project hosted a follow-up discussion on the DfE’s Curriculum and Assessment Review.
On Tuesday 13 May 2025, the Association for Citizenship Teaching (ACT) partnered with The Politics Project to host a follow-up discussion on the Department for Education’s Curriculum and Assessment Review, exploring what the next phase could mean for Citizenship education across primary and secondary schools.
Led by Liz Moorse, ACT’s Chief Executive, and Harriet Andrews, Director at The Politics Project, the session brought together educators, civil society leaders, and policymakers—including representatives from the Department for Education and the Electoral Commission—to examine how democratic education can be modernised and strengthened through the national curriculum.
Participants explored key issues including:

The need for greater clarity and commitment to Citizenship education as distinct from RSHE/PSHE

The importance of inclusive, civic learning opportunities for students with SEND

The growing call to embed climate and media literacy, and promote active citizenship
-
The continued push for specialist Citizenship teachers and statutory primary provision.
The meeting reaffirmed strong cross-sector support for a curriculum that empowers all young people to understand and shape the democratic society they live in. With a final report from the DfE expected this autumn, ACT and its partners will continue working to ensure Citizenship is recognised as a high-status, high-impact subject.
This event builds on ACT’s Make Space for Citizenship campaign, and follows our successful November 2024 panel event. Together, we are shaping a collective response to secure Citizenship’s place in a modern, inclusive curriculum.
