How are Bills debated in Parliament? Part 1

This lesson is part 6 of a sequence of 7 lessons addressing the key enquiry: How can citizens and Parliament work together for a more sustainable future?

In the first part of a two-part lesson, students will explore the stages of a Bill in the House of Lords, focusing on the Education (Environment and Sustainable Citizenship) Bill. They will develop their understanding of the legislative process through interactive activities, including diagram creation, role-playing debates, and critical analysis of parliamentary discussions. Students will also examine the importance of forming informed opinions by scrutinising arguments for and against the Bill. By the end of the lesson, they will apply their learning to a simulated second reading debate, strengthening their advocacy, speaking, and listening skills.

Students will work towards answering the following questions:

  1. What are the stages of passage from a Bill to law?
  2. What is a critical citizen?
  3. What happens in a second reading? 
  4. How can we model a second reading debate in the classroom?
